A professional spray-finish cabinet job is typically a quarter to a third of replacement cost for the same visual transformation. The exact number depends on how many doors and drawer fronts you have, the condition of the existing finish, and the color change. When painting is the right call

Refacing, refinishing, painting, replacing: what each one actually is

Most of the confusion in this decision is vocabulary. Four different words get used interchangeably by people selling four different jobs, and they are not the same product at any price.

Replacing means new boxes, new doors, new everything. It is the only option that lets you change the layout.
Refacing keeps your existing boxes bolted to the wall and replaces the doors and drawer fronts, then covers the visible box edges with matching veneer or laminate. You get a new door style. You keep the same footprint.
Refinishing strips the old finish off the original wood and re-stains or re-clear-coats it. Only works on solid wood, and it keeps the grain visible.
Painting preps and coats the doors, drawer fronts, and boxes you already have. The grain gets covered. The color changes completely.

Is cabinet refacing worth it in CT, or should I just paint?

Run through these in order. The first one that is true is your answer.

The layout does not work. You want the sink moved, an island added, or the whole wall reconfigured. Replace. Nothing else changes where cabinets are.
The boxes are damaged. Particleboard swollen from a dishwasher leak, shelves sagging, frames out of square. Replace. Paint and new doors on a failing box is money spent twice.
The doors are the problem. Delaminating thermofoil, cracked panels, or a door style you cannot live with. Reface. This is the case refacing exists for.
You want the wood grain back. Solid wood under a tired finish, and you want stain rather than paint. Refinish.
Everything is solid and you just want a different color. Paint. This is most kitchens in Central Connecticut, and it is the cheapest route to the biggest visible change in the house.

The cost to reface kitchen cabinets is driven by door count. A galley kitchen with fifteen doors is a fundamentally different job from an L-shape with an island and thirty-five. Counting your own doors and drawer fronts before you call anyone is the single most useful thing you can do, because it turns every quote you get into a comparable per-door number.

Averages are close to useless here, which is why so few companies publish one. The average cost of cabinet refacing across a whole market blends a small condo kitchen and a large custom one into a figure that describes neither.
